After repeated reports of a man exposing himself and masturbating in public in Wesley Chapel, the Pasco County Sheriff’s Office (PCSO) reports that a suspect is in custody.
According to PCSO, Alongkot “Kevin” Phongsy, 21 (who has no permanent address on file), was arrested on March 13 for lewd & lascivious exhibition to a minor. PCSO says that the agency has received numerous reports about a man exposing himself and masturbating in front of minors in public areas within the Seven Oaks community, located off S.R. 56.
Phongsy allegedly exposed his genitals and masturbated in front of juveniles of various ages four times in the past several weeks in areas such as the community nature trail, parks and even at The Club at Seven Oaks clubhouse.
PCSO reached out to the Seven Oaks Community Development District, which authorized a trespassing warning for Phongsy in the community’s public areas.
Phongsy remained in the Land O’Lakes Detention Center in lieu of a $20,000 bond at our press time.
