Townhomes Seem Headed For Cross Creek Blvd.; Apts. Open In Hunter’s Lake

A rezoning ordinance for a pair of proposed townhome projects towards the eastern end of Cross Creek Blvd., which would bring about 100 new residences to the area, sailed though first readings (with a few concessions) during a late night Tampa City Council hearing on Jan. 21, by a 5-1 vote.

A second reading, followed by what seems to be a likely approval, is scheduled for Tuesday, February 19, at 9:30 a.m.

The two communities are in the District 7 represented by Luis Viera, the only Council member to vote against both projects. District 2 Council member Charlie Miranda did not attend the meeting because he has Covid-19.

SDD Trust, Inc., is seeking to have the two properties rezoned from PD-A (planned development-alternative) to PD (planned development).

One parcel is located at 10801 Cross Creek Blvd, east of the New Tampa Dance Theatre and directly across the street from the entrance to the Heritage Isles community, and will have nine buildings with 60 attached single-family residences. 

A little further east, a second parcel will have six buildings and 35 single-family residences. The city’s Development Review and Compliance staff found the rezoning requests inconsistent with City of Tampa Land Development regulations, but SDD Trust sought waivers to remedy those inconsistencies, mostly related to building separation requirements, the removal of three grand live oak trees and retaining less than 50 percent of the existing trees on the property.

The waivers were granted on the first reading by the City Council.

The projects also were determined by city planners to not meet some Mixed Use Corridor policies. Mixed Use Corridors are areas that, among other things, are expected to improve the pedestrian experience, but because the front of single-family residences will face away from Cross Creek Blvd., those requirements weren’t being met. However, there is no other way to reconfigure the homes, so a six-foot-high simulated wrought iron fence (actually made of aluminum) with landscaping will need to be added to the design before the second reading.

Viera suggested the fence for safety reasons and the general aesthetic look, even though he voted against the project.

After some debate about the cost of adding a fence and how it would impact the amount of landscaping, the first reading was moved along with a vote at 1:25 a.m.

The Trails At Hunter’s Lake

Speaking of more New Tampa residences, The Trails at Hunter’s Lake, which promises “Naturally elevated living,” is open and already filling up.

The apartments, which offer 15 floor plans, are behind the new Village at Hunter’s Lake shopping center. The Trails, according to its website, has a private lake and lush walking trails, a billiards lounge and pub, and its location — in the heart of New Tampa near plenty of shopping and eating destinations as well as being just a mile away from I-75 — makes it an attractive place to live. 

It also is just feet away from the New Tampa Performing Arts Center, which is expected to be completed by Jan. 2022, and a large dog park.

The Trails has 1BR/1BA floor plans ranging 659 square feet to $798 sq. ft. (with prices ranging from $1,365 to $1,792), 2BR/2BA floor plans with 1,100 sq. ft. and prices from $1,776-$1978, two 3BR/2BA floor plans (1,291 and 1,393 sq. ft.), for $1,951 to $3,958, and a studio floor plan of 506 sq. ft. (no price listed).

Hunter’s Green Elem.’s New Marquee Sign Attracting Attention On Cross Creek Blvd.

This year’s school re-zoning brought a slew of new students to Hunter’s Green Elementary, as well as some cosmetic changes to the school.

Because of the influx of students, the school’s old drop-off line on Highland Oak Dr. in front of the school was no longer going to be sufficient, so the line had to be moved to the school’s rear entrance on Cross Creek Blvd.

That meant the school’s marquee, which is used to notify parents of upcoming events and recognize the accomplishments, and birthdays, of students, had to move as well, so that the majority of parents picking up or dropping off their children could now see it.

However, the original marquee was put up when the school was first built, in 1992. It did not age well.
“It was literally falling apart,” says PTA president Emily Milam. “The bottom was completely rusted out, the faux brick was completely rotted. Moving it wasn’t going to be an option.”

Because having a marquee is so valuable to the PTA, Milam said they asked that a new marquee be located on Cross Creek Blvd.

And not just any old marquee, with the interchangeable letters that you see at most schools. Instead, Hunter’s Green Elementary went all-in with a new, eye-catching digital board that can’t be missed by passing traffic (while also keeping its original marquee for traffic on Highland Oak Dr.).

“Because we use that marquee for so many things, we had a vested interest (in making it) as good as possible,” Milam said. “We thought an electronic one was the way of the future and thought in the long run it would be better for the school.”

The cost of the new marquee was $43,741.98, plus the of the additional electrical power that has to be run to the new signboard.

The PTA, which Milam says has done some robust fundraising at school events, contributed $3,800 towards the costs.

According to Tanya Arja, who does media outreach for Hillsborough County Schools, electronic marquees, which cost between $20,000-40,000 plus electrical power, aren’t widespread throughout the county, but some schools like Wharton, Durant and Brandon highs schools have them, and newer schools like Franklin Boys Prep Academy also have the newer electronic marquees.

The possibilities of its value make the cost of the marquee well worth it, says Milam.

“We feel like there is an upside to it,” she says. “It’s a great communications tool. We can communicate to our community, and it reaches so many people now that it is on Cross Creek.”

Milam says things like spirit nights, where the school receives proceeds from a local restaurant for advertising it, will be more fruitful, and it will benefit other school partners in the community.

Student birthdays, which are always popular, will be displayed (for a small fee), and events at the school will reach a much wider audience.

Instead of going out to manually replace letters on a marquee, which was done by a team of three volunteers, the sign can now be refreshed with a few taps on a computer keyboard inside the school.

“There’s a lot of potential,” Milam says.

WALK-N-BIKE: You can already see the effects of the larger population at Hunters Green Elementary due to re-zoning, as the school had its biggest Walk & Bike to School Day yet on October 10.

Roughly 300 students and parents participated, compared to around 50 in previous years, according to Ken Lewis of the Hunter’s Green Elementary PTA.

The re-zoning, and lack of busing options, have led to many more students biking and walking to school from Arbor Greene, Cory Lake Isles, Misty Creek and other neighborhoods along Cross Creek Blvd. that may have previously attended Pride Elementary off Kinnan St.

Fixing Bruce B. Downs Traffic | Solutions & Study

To appreciate what local drivers endure every day and to find ways to fix our traffic problems, traffic engineer Jerry Wentzel had a computer-equipped car make more than 180 runs driving the speed limit through the Bruce B. Downs (BBD) Blvd. corridor in New Tampa collecting data.

And, perhaps, a few choice words by those frustrated that the car was driving the speed limit.
“If you did see the car, I hope you’re not the people that were giving us obscene gestures,” Wentzel joked. “A lot of drivers in your community don’t think 45 is the right speed limit.”

But, by the end of his presentation to roughly 50 people at Compton Park in Tampa Palms on July 25, the only gesture Wentzel — the Southeast Regional manager for DKS, a transportation planning and engineering firm that recently completed a traffic light study in New Tampa — received was a thumbs up.

Wentzel and Vik Bhide, the chief traffic management engineer for the City of Tampa, told an audience of New Tampa residents, as well as a handful of political hopefuls that not only are changes in the traffic light cycles speeding things up, plans for three additional turn-only signals will continue to ease congestion.
“You should be able to recognize there has already been an improvement,” said Wentzel.

The traffic light study was hatched to address a number of concerns, primarily helping move traffic through side streets like Cross Creek Blvd., Amberly Dr. and Tampa Palms Blvd. onto and off of BBD and facilitating a steady traffic flow during peak hours that would make the roads safer, not just for cars but for cyclists and pedestrians as well.

The lights are also now timed to favor busier traffic at certain times. For example, in the morning, the lights will favor southbound traffic, and in the evening, they will favor northbound traffic.

“In the past….BBD was one giant green (light),” Bhide said. “You were running four-and-a-half-minute cycles. If you were on Bruce B. Downs and got the first green light, you were great. If you were on a side street, you were waiting for a very long time. Our goal was to reduce the delay for everyone.”

Three corridors were studied for improvements in the weekday a.m., midday and p.m. hours, as well as Saturday morning and evening hours. The Saturday results were applied to Sunday, which was not specifically studied.

“In some cases, the signals were really way off,” said Wentzel. “The timings were changed dramatically.”
The four-mile stretch from I-75 to E. Bearss Ave., which has nine traffic signals, saw the largest improvements.

According to the study, by recalibrating the cycles of the signals from an average of 222 seconds (3:42) to 146 seconds (2:26), the average delay was reduced from 139 seconds (2:19) to 73 seconds, or 1:13.

The BBD widening project allowed weekday PM cycle lengths to be reduced from 254 seconds (4:14) to 130 (2:10).
“Because it’s now four lanes, it allowed us to reduce the cycle length and give more time to the side streets and cut the delay for coming off the side streets,” Wentzel said.

The changes also helped increase the average travel speed along BBD from 31.6 miles per hour to 37.6 mph, suggesting a smoother flow of traffic. The biggest increases were seen in the weekday midday hours (31.5 to 39 mph) and Saturday p.m. hours (32 to 43).

“That’s pretty dramatic,” Wentzel said. “People in that corridor should feel the changes, should be driving better, stopping less and spending a lot less time in traffic.”

Requiring minor tweaks in the cycle lengths was the corridor along Cross Creek Blvd. between BBD and Morris Bridge Rd. Improvements there helped reduce the average delay for drivers by 37 percent. Delays getting off the side streets were not as much of an issue, so the improvements focused on the east-west movement along Cross Creek Blvd.

“From one end to the other was 134 seconds (2:14), now down to 85 seconds (1:25),” Wentzel said. “That’s a pretty big reduction and something the average person should feel. We felt those were good results, very positive results.”
The third corridor studied, BBD from Cross Creek Blvd. to I-75, was the trickiest, Wentzel said.

While the signals clearly favored BBD traffic, it did not recognize that 40 percent of the traffic in the corridor was coming off Cross Creek Blvd. The result has been significantly longer cycle times for traffic turning south onto BBD from Cross Creek. That has slowed the average speed in that corridor by 1 percent and increased the average delay by 10 percent, numbers that Wentzel called insignificant.

“If you look at the study results, it didn’t really benefit BBD traffic, because the intention was to help Cross Creek,” he said.
While the study may produce small numbers measured in seconds and minutes, when you multiply that one car by days and then times per month, you get a bigger, brighter picture (see graphic above).

“The cumulative savings to the community are significant, and to the environment are significant” Bhide said.
Bhide also said the light signal changes also will benefit bicyclists and pedestrians, who tend to take risks crossing when they are stuck at long cycles favoring BBD.

Combined with the significant amount of time saved by motorists, as well as the environmental benefits, Bhide said this light study was a success.

“We don’t always see these kind of dramatic results from signal changes,” he said. “This just happened to be a pretty good story for us to tell.”

Right-Turn Signals To Be Added!
In addition to the recently completed traffic light changes, right-turn signals will be installed at northbound BBD and Cross Creek Blvd., as well as eastbound Highwoods Preserve Pkwy. and BBD (where p.m. traffic from the business campuses behind the AMC Highwoods movie theater complex can stretch on and on) over the next 80-90 days.

Both lanes are choke points during peak traffic hours in the evening, and the BBD/Cross Creek Blvd. location in particular has drawn the ire of many local residents.

“We’ve done what we can with signal timing, but the right turns could be going at the same time the lefts are going if we had a signal for it,” Wentzel said.

As for a third left turn lane off Cross Creek Blvd., Wentzel and Bhide both said that’s just a matter of time, and money. While Bhide works for the city, that intersection is a county asset that the city maintains, per an interlocal agreement.

“We have talked to the county about putting that as a project in their capital improvement plan, and tentatively, they are reviewing that and will try to get it funded in the next few years,” Bhide said.

The traffic signal study was hosted by the New Tampa Council (NTC). Along with District 7 Tampa City Council member Luis Viera, who founded the NTC, the crowd also included a handful of political candidates running for seats, either in the upcoming “mid-term” elections in August and November, or in March 2019, that will represent New Tampa — Angela Birdsong (running for Hillsborough County Commissioner District 2), Joseph Caetano and Joe Citro (Tampa City Council Dist. 1) and Fentrice Driskell, who is running against incumbent Shawn Harrison for the Florida House of Representatives Dist. 63 seat.

Feel At Home At Kiran Indian Grocery Store On Cross Creek Blvd.

With more than 8,000 items in a store of only 1,200 sq. ft., you might be surprised at the variety of products available at Kiran Indian Grocery. You’ll find everything from beauty products to Masala spice mixes and delicious chocolate, juices and cookies.

EVEN IF you’re not originally from the sub-continent of India, even if you’ve never really loved Indian food, I know you’ll find something you like or want or need if you visit the Kiran Indian Grocery, located on Cross Creek Blvd. in the Cross Creek Center plaza, next to Saffron Indian Cuisine.

The one thing I know for sure is that you won’t find better people than the owners, Kiran and Sudeer (photo on this page; I won’t even try to spell their last name correctly).

Although Kiran is the one who is almost always at the store, she gives credit to Sudeer, a software engineer who handles the books for the popular, albeit tiny (1,200-sq.-ft.) grocery for being “my support system, my partner.”

Theirs is a story of true love so unique that Sudeer wrote a novel (his first) about their life together called No Big Deal. If you think the Indian people are boring because they’re usually so polite and proper, read this book. Sudeer approaches their often difficult life together with the same genuine sweetness and sense of humor he and his wife always show in person. 

What About The Store?

Kiran opened her first store in the Pebble Creek Collection in 2003. She moved it to E. Fowler Ave. in 2010, but found a new location where more of her original New Tampa customers could more easily visit on Cross Creek Blvd. in 2014.

“Really, all of my customers who still live here have followed me wherever I have opened,” says Kiran. “I love my customers and always remember the products they purchase, even if it’s been years since I’ve seen them.”

In other words, if you previously were a customer at either of Kiran’s previous two locations, don’t be surprised if she remembers you by what you bought at her store. She is an absolute expert at knowing what products to stock for her customers, which is no small feat, as the people in every state in India don’t just have different cuisines, they actually speak entirely different languages from each other. That means that Kiran has to learn enough of these other languages to stock as many of the products as possible that people from every part of the world’s second most populous country (as well as from Pakistan and Middle eastern countries, too; she even has an assortment of Halal meats) will purchase.

“I feel a little like a doctor,” Kiran says. “I have had to learn enough of these other languages to know how to stock many of the same items made by different companies because my customers won’t buy the same products from different parts of India than the ones they grew up with.”

In other words, if you’re looking for Masala spice mixes, teas and even rice, Kiran crams about 8,000 items into her little store, including multiple brand names and options from virtually every part of India to satisfy her customers.

I’m not knowledgeable enough about India or the different cuisines favored by each area to know anything about what to buy at Kiran Indian Grocery. The good news is that Kiran does. Every time I visited the store to research this story, she gave me different items to sample, from fresh cilantro, Indian radishes and cucumbers to some of the most delicious chocolate and cookies you’ll find anywhere (more on all of that sweet stuff below).

I consider myself to be relatively adventurous when it comes to trying different foods, but I’ve never been partial to any kind of curry or chutney, which of course, are among the staples of many Indian cuisines. To date, I have enjoyed the frozen veggie and chicken-and-veggie samosas Kiran has given me to sample, and her fresh fruits and vegetables (some of which are organic) are always outstanding.

I have brought back coconut milk, mango juices and items like the peanut chikki bars (sort of like peanut brittle), spicy cashews, pickles and surprisingly salty dried banana chips for everyone in the office to sample and I have enjoyed the unique lower-glycemic-index basmati rice Kiran suggested for those who have or are trying to avoid getting diabetes.

But, there’s no doubt that my favorite items at Kiran Indian Grocery are the Indian and British versions of such standards as Kit-Kat and Cadbury bars, which definitely taste better than their American counterparts, as well as chocolate wafer cookies and sandwich cookies known as “bourbon cremes,” which look like rectangular Oreos but taste a hundred times better. Yes, if you have a sophisticated sweet tooth, Kiran Indian Grocery is the place for you.

Kiran also stocks a variety of beauty products that Indian people use at the front of the store.

Speaking Of Sweet Things…

Before I ever stepped into her current store, I already had started getting to know Kiran because she is a member of the same Rotary Club of New Tampa Noon that I belong to as well.

But, while I try to help our Rotary Club by promoting its events, Kiran actually lives the Rotary International motto of “Service Above Self” every day.

Kiran’s high school teacher is a member of a Rotary Club in India that has been trying to help children from her area of India who have a particular skin condition they get from often unsanitary conditions at their school. Kiran has gotten our Rotary Club to buy plates, tablecloths, napkins and glasses for the school as an international service project and is using her own money build benches for the children, so they don’t have to sit on the floor at school.

“I tell my customers that they helped pay for those benches,” Kiran says with her always-sweet-smile. “I couldn’t do it without them spending money here.”

She also provides ongoing financial support for the Humane Society of Tampa, to make sure the animals kept at the shelter are properly bathed and have their shots. “I tell them to just charge my credit card when they need something,” she says. “I just love animals.”

Cross Creek Blvd. & Kinnan St. Getting Better Turn Lanes

These left-hand turn lanes onto Kinnan St. on Cross Creek Blvd. will be extended by 400 or so feet to prevent traffic from backing up at the busy intersection (as you can see in the picture, a common sight for evening commuters). Kinnan (below) also is getting a right turn lane onto Cross Creek.

A $5-million, 2-mile long widening project on Cross Creek Blvd. was completed last year, but that’s not the end of the improvements planned for the busy road, as the familiar site of bulldozers and orange barrels are back as you’re reading this issue.

Construction, which is expected to be completed by Oct. 31, is ongoing at one of the busier intersections of Cross Creek, which runs east from Bruce B. Downs Blvd. to Morris Bridge Rd., as revamped turn lanes and signage are now being updated at the corners of Cross Creek Blvd. and Kinnan St., between Louis Benito Middle School and the New Tampa Regional Library.

The intersection improvement is being done by K-Bar developer M/I Homes, as part of the approved K-Bar rezoning last August. The balance of the required transportation improvements for the K-Bar project are related to road construction of the K- Bar Pkwy., including connections at Kinnan and Morris Bridge and the southern collector roadway.

Meanwhile, on eastbound Cross Creek Blvd., two short left turn lanes onto Kinnan St. are being lengthened by approximately 400 feet. Previously, the left turn lanes were roughly half that distance, and often filled by cars, many that spilled back out onto the two eastbound lanes, tangling traffic during high-volume times during the evening rush hour.

Many of those commuters are returning to their homes in the K-Bar Ranch development, as Kinnan is the only road in and out without driving two more miles down Cross Creek to turn left onto Morris Bridge.   

Now that the turn lanes are extended from the corner all the way to the library, the flow of traffic is expected to be smoother.

A right turn lane also is being built on southbound Kinnan, to accommodate morning traffic out of K-Bar Ranch, at the corner of the Cross Creek Center shopping plaza.

The construction will move the existing walkways that cross over Cross Creek Blvd. from the Cross Creek Center to the library side of the road 15 feet or so to the west, or towards the library.

The existing mast arm traffic signal will be replaced at the southwest  corner of the intersection, due to the addition of an additional signal head for the new right turn lane on Kinnan.

On the south side of Cross Creek Blvd., at the entrance to Benito, a Type F Curb (we suggest Googling it to understand what that looks like) will be placed from the inside shoulder to the existing sidewalk on both sides of the entrance.

In addition, new signage will replace the existing signs at the intersection of Cross Creek and Kinnan.
