Jessica Vaughn & Karen Perez Named School Board Chair & Vice Chair, Respectively

Although the November elections didn’t go too well for other New Tampa residents — with Jim Davison (Hillsborough County Commission) and Rico Smith (State House of Representatives) both losing, Tampa Palms residents Jessica Vaughn (New Tampa’s District 3) and Karen Perez (countywide District 6) not only won reelection in their respective Hillsborough School Board races in August, they have now been named the Board’s chair and vice-chair, respectively.

Vaughn says this is big news for our area, as New Tampa has never held the Board’s top two spots before. “Karen already has been a District-wide member, so she has had to have a more ‘global’ perspective and be more all over the county,” Vaughn says, “but now, as the chair, I also have to be more involved District-wide, even though I’m still the District 3 member. It means a lot more work, but I’m ready.”

Vaughn and Perez were elected as the new leaders on Nov. 19, at the Board’s annual reorganization meeting.

Vaughn says she already has been hard at work, “trying to put resources into schools which haven’t always had resources.” She says that among the schools she has been pushing for are Freedom High, Turner-Bartels K-8 School and upgrades for Benito and Liberty middle schools. “I have been working closely with Liberty principal Frank Diaz to get him the resources he needs,” Vaughn says.

She says that a hot-button issue right now is the possible expansion of middle school sports programs. “Our residents want sports like lacrosse and tackle football with full equipment in middle schools,” she says. “But, these are expensive sports and there may not be enough money in our budget to make them work at the middle school level. I support the idea but I don’t know if the Board will support the funding for it.”

Speaking of the budget, Vaughn says she is “so thankful” that Hillsborough County voters overwhelmingly (with more than 66% of voters voting “Yes”) passed the millage increase to increase salaries for teachers and staff members. “That was huge for us, so our teacher and staff salaries can become more competitive with other large districts,” she said.

Although Vaughn didn’t know exactly when the additional funds would begin showing up in paychecks, because the District is currently without a Chief Financial Officer (former CFO Romaneir Johnson took the same position with Broward County Schools), “but we’re hoping to have a new CFO in place by Jan. 1.”

Vaughn also was happy that Hillsborough voters decided to renew the half-cent Community Investment Tax (CIT), so the District also will continue to have funds for capital outlays like improvements at District schools.

“I’m also thrilled that voters across Florida voted against making School Board races partisan,” she says. “It seems that people really want politics out of education.”

Speaking of partisan politics, Vaughn says she was relieved to have won reelection following a negative campaign spearheaded by Florida Gov. Ron DeSantis and her opponent, Myosha Powell, who accused Vaughn of being a “civil servant who thinks that we’re her subjects.” Vaughn was reelected with about 59% of ballots cast, as all four incumbents running for reelection ended up holding onto their seats. “I’m proud to have support across the aisle,” she says.

Montessori & TOY News

Another issue Vaughn is working on is converting Heritage Elementary on Cross Creek Blvd. into a Montessori school, beginning with one grade and adding an additional grade every year.

“It’s working well at Essrig Elementary (near Citrus Park,” she says. “The community seems to like it and a lot of people are choosing private Montessoris over public schools these days. We’re losing families in New Tampa and Temple Terrace to it.” The only issue, she says, is that Montessori education doesn’t always translate well to standardized tests.”

And, while the finalists weren’t announced until after we went to press with this issue, Vaughn says New Tampa and Dist. 3 have, “the most finalists” for Teacher of the Year and the other Hillsborough Education Foundation awards.

If you thought that having this year’s Scripps National Spelling Bee champion would be enough for Turner Bartels K-8 School in the Live Oak Preserve area off Bruce B. Downs (BBD) Blvd., you’d be wrong.

Less than two weeks before Turner Bartels seventh grader Bruhat Soma took home that coveted crown, the school itself was honored with six trophies from the Hillsborough County Council of PTAs & PTSAs, including PTSA of the Year (for the second year in a row), President of the Year (Ali Wilbur), Volunteer of the Year (Holley Townsend), “Superman” Award for Top Male Volunteer of the Year (Eric Wilbur, also for the second consecutive year), Administrator of the Year (Principal R. LaMarr Buggs) and the “At Your Service” Award for the Best Service Project (Giving Tree).

Community To Benefit From City’s New Tampa Sports Pavilion At Liberty, Too

What used to be six old, underused tennis courts just for students at Liberty Middle School in Tampa Palms has been transformed into a new recreational area for the entire community.

The tennis courts are gone, and what stands in their place will now be called the New Tampa Sports Pavilion.

The Pavilion includes three basketball courts that also can be used for pickleball, tennis and volleyball.

Next to the courts, a huge metal shade structure stands over an artificial turf field. At 166 feet by 127 feet, it’s larger than four school buses lined up one way and three school buses lined up the other.

A building with offices and restrooms is located by the covered field, too.

On November 15, City of Tampa and Hillsborough County School District officials held a ribbon cutting to officially open the new expansion, which will be used by Liberty students during the school day and open to the public whenever school is not in session.

District 7 Tampa City Council member Luis Viera, whose son attended Liberty, says the idea was suggested at a 2020 town hall meeting by Tampa Palms resident Alexandra Gilmore. He championed the idea, saying it would add to the other recreational opportunities that have been brought to New Tampa over the last several years.

“This is another big win for New Tampa and a really big deal,” says Viera. “It’s a $4-million expansion, and when you include the $3-million expansion of the New Tampa Recreation Center and multi-million-dollar All-Abilities Park, it represents a nearly $10 million investment in parks for New Tampa since 2018.”

He’s referring to the playground that opened at the New Tampa Community Park one year ago, the first of its kind in the city that is designed for kids of all abilities, especially those who may not be able to play at typical playgrounds because they use a wheelchair or have other special needs.

Viera says that investment has made a significant impact.

“New Tampa has gone from being a city park desert, where all we had was a rec center that was busting at the seams,” he says, “to being home to the city’s first All-Abilities Park and now this additional expansion.”

The new rec center expansion is located adjacent to the New Tampa Community Park on the property of Liberty at 17400 Commerce Park Blvd.

The ribbon cutting on Nov.15 was attended by Viera, City of Tampa Mayor Jane Castor, Hillsborough County School Board members Jessica Vaughn and Lynn Gray, and Hillsborough’s Superintendent of Schools Van Ayres.

Viera says the public access to the courts will be scheduled after school ends each day, during school holidays, weekends, and summer.

City of Tampa manager of athletics, aquatics and special facilities Heather Erickson says the New Tampa Sports Pavilion has experienced something of a soft opening and expects to be fully operational around January 1.

She says security lights are in place, but the courts themselves are not yet properly lighted, so they currently are only open until sundown.

Starting in 2024, the pavilion will be staffed for open basketball and pickleball nightly, plus scheduled activities.

“Our obligation is to make sure it’s not just a hangout without supervision,” Erickson says. “We also offer classes such as sports readiness for girls and boys, fitness and agility.”

Pride Elementary Hosts Parent Meeting With Viera, Vaughn & County

District 7 Tampa City Council member Luis Viera takes pride in his ability to organize public town hall-style meetings and bring folks together, apparently even when the city isn’t the primary focus of the meeting.

Case in point: Viera contacted District 3 Hillsborough School Board member Jessica Vaughn because a number of residents of K-Bar Ranch had contacted him about transportation issues at Pride Elementary and he felt a public meeting would help at least shed light on some of the concerns of these local residents (including some who live in the Hillsborough County-based developments of Cross Creek and Live Oak Preserve) to work on issues like buses, long pick-up and drop-off queues at Pride and the safety of the students, parents and staff at the school.

Vaughn agreed, and on June 7, about 30 Pride parents and local residents attended a meeting at the school hosted by Viera, Vaughn, Pride principal Paulette English and the director of operations for the Hillsborough School District Chris Farkas. Also on hand were Rich Reedy, the legislative aide to Hillsborough County District 2 commissioner (and Board chair) Ken Hagan, as well as the School District’s general manager for transportation Laura Hill.

The residents in attendance were mainly from a group of at least 45 Pride parents who live in the Andover Place apartments, which are located just under two miles from Pride and who had emailed Farkas because they all have to drive their children who attend Pride to school. The reason? As Vaughn explained during her opening comments, a new law passed by the state legislature dictates that students who live closer than two miles to their school are not eligible to be bused.

Vaughn also explained that the issue these parents have been experiencing is common throughout the District at many other schools. Meanwhile, Farkas said that although it is possible for the District to “charter” a bus for a specific group, “there is a huge shortage of bus drivers throughout the District. We’re about 275 drivers short right now, and we only receive about $30 million of the $64 million the District spends on transportation from the state, or about 41 cents of every dollar. The rest has to come from the District’s general fund, which is the same pot of money used to pay teachers, aides and staff.”

Farkas also noted that hiring additional drivers has been a priority for the District, but “when Pinellas County Schools pays their drivers about $4 more per hour than we do, it’s hard to attract more.”

He added, “If enough parents are willing to share the cost of that additional bus, it is possible we could at least look into it.”

Farkas also noted that Hill is responsible for the plan of how to get all bused students to and from school on time, “and we already have to drop kids off at Pride and then the driver has to go right back out and pick up the second group of kids and drop off again.” The buses also have to drop off the first set of kids at home and return to school to then drop off the second group in the afternoon, too.

“That creates another problem,” Farkas said. “If we have to have a third set of kids picked up and dropped off by that same bus, how early in the morning would the first set of kids have to be dropped off at Pride in order for all three busloads get to school on time each day?”

Parents who are driving their kids to school are not allowed to leave them there until 7 a.m., English said. And, Farkas added, “if a bus had to drop off the first ‘load’ of kids at 6:30, we would have to make sure that there was proper supervision for those kids to keep them safe. So, as you can see, it’s a logistical problem for us. It’s not an impossible one to work out, but it is an issue.”

Rec Center To Help?

Reedy mentioned that he believes the new indoor county recreation center now in the planning stages adjacent to Pride would actually help with the number of parents currently queuing in line at the end of each school day once it opens — in 2024 — “because we will have additional parking over what currently is available (on a gravel parking area at Kinnan Park) at that site.” English said that the parking lot for that new rec center also would need to be available for Pride parents in the morning, or the parent queue would be even worse before school starts.

Reedy said he didn’t see why that would be a problem for the county.

“We already do a lot of co-locating with the School District at other locations,” he said. “Plus, the rec center would not be in use during school hours, so I can’t imagine that would be an issue.”

Others in attendance also wanted the panel to find ways for the county, city and school district to address speeding on KInnan St., including adding more street lights, cameras and even, possibly, a roundabout where Kinnan meets Bassett Creek Dr.

The panel also said that local residents should write to their elected state legislators — State Senator Danny Burgess and State Rep. Fentrice Driskell — to help address the two-mile-radius law and the lack of proper state funding for public schools. Viera said he feels that because of Florida’s private school voucher system, “public education has been abandoned by our state legislature.”

How The Millage Referendum Could Help Our Community

Since being elected to represent District 3 on the Hillsborough School Board in 2020, myself, my fellow School Board members and the superintendent have all worked diligently to overcome the financial challenges that have plagued this District for close to a decade.

We are proud to state that by the end of this fiscal year, Hillsborough County Public Schools is slated to overcome a $150-million deficit, realizing a more stable financial stature that will translate into a brighter future for our organization and, most importantly, for our students.

As a District, we emerged from this financial shortfall partly by having to make extremely difficult staffing decisions at all levels, which undoubtedly had a negative impact on our students and families. Florida currently is ranked 43rd in per-pupil funding, leaving many school districts like ours without adequate funds to recruit and retain highly qualified teachers as we all contend with rising inflation that is leaving educational systems with severe staffing shortages. Twenty-one other districts in Florida have had to pass a millage referendum in order to properly fund their school districts.

On August 23, 2022, the Hillsborough County School Board voted to place a millage referendum on the ballot that would provide an estimated $126 million per year over four years to our District if approved by voters.

If this measure passes, 75% of this money would go toward providing salary increases for teachers and support staff. We realize the crucial role our educators play in the lives of our children and families, and we must continue to examine proactive solutions to illustrate their importance to our community and its collective success.

If approved, the additional funds would also be utilized to expand Art, Music and P.E. for our youngest learners, offering equitable access across all grade bands. These funds also would provide us a unique chance to elevate our Workforce Development Programs to develop a talent pipeline for students in medical, construction and logistics- related fields.

You may be wondering how this would impact you if approved. Using a $300,000 property value as an example, the millage increase would translate to an additional $22.92 per month, or $275 per year for a homeowner.

Hillsborough is the only large school district in the state that has not passed a millage increase.

While we understand the referendum may be a heavy lift for some families in a time of such uncertainty, it has the potential to make an enormous difference in the lives of our teachers, staff, students and families. If you see the value that strong and thriving public schools bring to our community, I strongly encourage you to vote “yes” for the millage referendum during the Primary Election to be held on Tuesday, August 23. All voters, regardless of party affiliation, can vote for this Millage Referendum. The funding from this referendum increase will allow us to work together to adequately support our schools, teachers and staff while creating a brighter future for our students and our community as a whole.
