A Wesley Chapel woman has been charged with child neglect and battery on a law enforcement officer, after a pizza delivery driver found her child outside her residence wearing only a diaper.
According to the Pasco County Sheriffās Office (PCSO), on March 22, a Hungry Howieās pizza delivery driver attempted to deliver a pizza to a residence in Meadow Pointe. Upon arrival, the driver told deputies that a 3-year-old child answered the door wearing only a diaper and walked outside. The driver told deputies that she didnāt see an adult inside.
āPizza delivery,ā the driver announced into the home, but received no response. The driver entered the house and found 21-year-old Hayleigh Lyn Normandin unconscious on a bed in a bedroomĀ The driver repeated the pizza delivery announcement and knocked on the open bedroom door, but again received no response.
PCSO reports that the driver went back outside with the child and called 9-1-1. When deputies arrived, they, too, announced their presence several times, but received no response. Once they entered the residence, they noticed narcotics paraphernalia on the kitchen counter.
Deputies entered the bedroom and announced their presence. This time Normandin awoke and immediately asked āWhat the fāk are you doing in my house?,ā making no mention of the childās well-being or whereabouts.
When deputies attempted to detain her, Normandin pulled away and kicked a deputy two times. Once in the patrol vehicle, Normandin said that she wasnāt trying to kick the deputy, but to break her phone, or destroy evidence.
PSCO spokesperson Melanie Snow says that more charges are likely pending due to the large amount of non-prescribed pills, two ounces of marijuana and cultivation materials found in the home. Snow says that the child is in the care of Child Protective Services until a suitable family member is found to care of the child.
