Mike Moore Running On His Record

If you’re looking for a reason to vote for Mike Moore, he can give you many.

But, where he starts is pretty simple – his last campaign.

When the Seven Oaks resident first ran for the then-open District 2 seat on the Pasco County Board of County Commissioners (BCC) in 2014, he promised that he would 1) fight for increased funding for law enforcement to keep citizens and schools safe and secure, 2) he would promote industry and jobs, and 3) he would focus on transportation.

“We’ve accomplished all those things,” he says, proudly.

Moore, a Republican who is looking to retain his seat against Democrat Kelly Smith in the General Election on Tuesday, November 6, has represented almost all of Wesley Chapel on the BCC during its most tumultuous and expansive time. The area has continued to transform itself since he was elected, and he said he is proud of his role in promoting the things that he says make Wesley Chapel a desirable place to live, work and play.

“Before I ran for office, I was just like anyone else — a small business owner who lived in the community, raising a family,” says Moore, who lives in Seven Oaks with his wife Lauren and their three children. “I think a few of the things that were important to me were important to the citizens, and continue to be important to the citizens in 2018.”

Active in the community – he still coaches flag football at the Wesley Chapel District Park (WCDP) and rarely misses a public event or ribbon cutting in our area —Moore said what has made his tenure on the BCC an effective one is listening.

He has supported small projects, like helping local cricket enthusiasts find a place to play or pushing for traffic signals in neighborhoods, to big projects like the “connected city” project that has led to the country’s first-ever Crystal Lagoons® amenity in Epperson, or the Wiregrass Sports Complex that is currently under construction.

“There’s nothing too big or too small,” Moore says. “We’re a very diverse community. What’s important to one person may not be to the next person, but they’re all important issues.”

Topping the list, according to Moore, is public safety, and he stands by his — and the current commission’s — record of supporting first-responder needs in Pasco County.

“Public safety is definitely number one,” Moore says. “People want to be safe and secure.”

To fulfill that need, the Pasco County BCC last month approved a Fiscal Year 2019 budget that allocates 25.7 percent of total expenditures to public safety. That amounts to $232,689,204 out of $905,109,906 in total expenditures, making public safety the single largest expenditure in the FY 2019 budget.

Last October, Moore was endorsed by Pasco Sheriff Chris Nocco.

Born in St. Petersburg, Moore grew up in Winter Haven before graduating with a Bachelor of Arts degree in Radio & Television from the University of Central Florida in Orlando. He started a homecare agency that provided home healthcare to seniors and the disabled in 2004, before selling it in 2011, and he owned a business brokerage and mergers and acquisition firm before selling that in 2015.

It was his time as a small business owner that Moore says began to spark his interest in politics. “When I was doing that, I realized how much government affected our day-to-day lives,” Moore says, referring to regulations he says can suffocate small business owners. “When I started having children, you really realize how much government affects your everyday life.”

Moore became more engaged with the local community, he says, supporting candidates and volunteering for campaigns, most notably for Republican Will Weatherford, the former Speaker of the Florida House of Representatives.

“My interest in politics was gradual, but you don’t just jump in because, ‘Hey, I want to run for office,’” Moore says. “There has to be a message, a thought that you can make a difference. Then, you need to get involved in the community, and truly spend time there so you can understand the issues and what you can do to make things better before you can run.”

And, Moore says he did just that, building relationships and listening to fellow members at the former Wesley Chapel Chamber of Commerce (now the North Tampa Bay Chamber) and Rotary Club of Wesley Chapel, and being active in the community. He won his first election in 2014 with 58.9 percent of the vote.

“I got a lot of support in Wesley Chapel (where he received 55 percent of votes cast),” Moore says. “I was grateful for that.”

Moore cites a number of projects that the county has undergone since he’s been on the BCC — a blight ordinance, which has helped clean up Pasco County; a host of flooding issues on the west coast; the whirlwind growth in Wesley Chapel; and a number of traffic issues (like the widening of S.R. 56, the diverging diamond interchange at the S.R. 56 exit off I-75 and the proposed I-75 interchange at Overpass Rd.) – and his stalwart stance that Mansfield Blvd. in Meadow Pointe II should not be connected to Kinnan St. in New Tampa.

Moore, who has to make decisions that affect all of Pasco County, not just Wesley Chapel, thinks his resume the last four years fulfills what he promised to voters. And, he says those who decide to vote for him again can expect more of the same.

“I’m proud of what we’ve accomplished the last four years,” Moore says. “I think I’ve done a great job of listening to citizens. In fact, a lot of the things I bring to (the BCC) come from the citizens. I think we’ve accomplished a lot.”

He says the most challenging part of his job is finding a balance between being a commissioner and his family, which can be difficult with all the events and meetings Moore attends.

He still manages to get his family away for vacations, often camping and fishing trips, in the family’s motor home. His daughter’s horse shows and competitions keep him busy, as does coaching flag football.

When it’s time for work, though, he operates on a simple premise.

“In the end, you have to make decisions that you feel are best for everyone,” Moore says. “Do what you think will be best as a whole, now and 20 years down the road.”

 

 

Dem. Kelly Smith To Take On Mike Moore For County Commission In November

For Kelly Smith, running as the Democratic Party’s candidate for the District 2 seat on the Pasco County Board of County Commissioners is more about civic duty than personal achievement.

“I really am coming at this from a public service standpoint. I never imagined I would run for office,” says Smith, who has lived in Wesley Chapel for 10 years and will oppose Republican incumbent and fellow Wesley Chapel resident Mike Moore in this year’s general election on Tuesday, November 6.

Neither candidate will face a primary opponent. In addition to partisan primaries for local, state and national offices, the primary election, which also included the only elections for Pasco School Board and several judges, were held on August 28.

Smith says that watching District 2’s boundaries evolve from relatively pastoral to thoroughly suburban provided her with the motivation to enter politics. She says her goal is to ensure that Pasco voters have distinct options as to who will best help manage the area’s growth.

“We need to bring change to our community and really be looking at how we can serve our community the best,” Smith says.

The foot-shaped Dist. 2 extends from the Hillsborough County line to north of S.R. 52, with its western border between U.S. 41 and the Suncoast Pkwy., and extending all the way to U.S. 301/Gall Blvd. at its easternmost edge in Zephyrhills.

Smith says she believes that the current lineup of Pasco commissioners has fallen short in meeting residents’ needs.

“Without a doubt, (they’re) not planning for the infrastructure and the service needs that go along with the growth we’re experiencing,” Smith says.

She says that growth is coming at a cost, and usually one that prospective homeowners can’t afford. She believes that future development needs to include a wider variety of affordbale housing for residents.

“One of the big components that’s missing in Pasco County is a better variety of dwelling types and a better variety of (housing) price points,” Smith says.

Smith also says she wants to attract more skilled jobs to the area’s economy, which already has a lot of customer service positions. Pasco County government can encourage wage growth in the private sector, she says, by setting an example and adopting a minimum salary of $15 an hour for full-time positions.

“Currently, 24 percent of full-time employees (who work for Pasco County) make less than $15 an hour,” she says. “As the second largest employer in Pasco County, that would certainly set a standard that hopefully the rest of the community would follow.”

Smith says her more than 20 years of professional experience provides an informed background from which to draw on when it comes to addressing quality-of-life issues like congestion. Her resume includes positions in engineering operations (including data analysis and contract administration) for site development and transportation projects in the private sector and serving as a zoning administrator for the City of Marco Island, near Naples, FL.

She also has been a coordinator for the Federal Emergency Management Agency (FEMA) for the City of Naples and Collier County. Smith earned a Bachelor of Science (B.S.) degree in Liberal Arts (with minors in Computer Science, School Health Education and Special Education) from Southern Connecticut State University in New Haven.

“I really do think that my experience has put me in exactly the right position to be a county commissioner,” says Smith.

In addition to her professional work experience, Smith volunteers on behalf of young people, advocating for kids going through the legal system with the Florida Guardian ad Litem program and as a photographer with Heart Gallery of Pinellas & Pasco, a nonprofit organization that promotes the adoption of children in foster care.

“I have always looked at how my actions can have a positive consequence outside of me,” says Smith, who lives in Meadow Pointe with her husband Patrick and their three adopted teenage children: Macy, Andrew and Carter.

Running as a Democratic against a popular Republican opponent in a county where President Trump won 58 percent of the vote in 2016 might seem to be a formidable task, but Smith says she’s up to it.

“I really do think I have a chance,” she says, adding that she gets a good response from people, including Republicans, when she canvases neighborhoods. “Local government is not so partisan. It’s about what’s best for your community.”

Aggressive Approach Yields Tourism Results

Pasco County has put its tourism department on steroids.

The county’s formerly sleepy, nature-centric manner of attracting visitors is giving way to a high-powered, aggressive approach that, if everything goes according to plan, will soon yield a new brand that is expected to focus on the county’s diverse offerings.

Executive director Adam Thomas of the Pasco County Visitor Bureau has commissioned Tallahassee-based public relations firm Zimmerman Agency, LLC, to help coordinate a brand relaunch at a cost of $481,000. In other words, the motto “Open spaces. Vibrant Places.” could be giving way to something that reaches a broader, more defined audience.

“We are building a platform that is going to springboard us into the future and will make us relevant in the Florida tourism market,” Thomas says.

Working with local leaders, the Zimmerman Agency is expected to unveil a draft plan by Aug. 31, and the new brand for Pasco tourism could launch in early October.

Thomas says his goal is to help develop a “life-cycle” of tourism, where visitors fall in love with the area they are visiting, and decide to relocate their families or businesses here, and feed the ongoing growth of Pasco County.

While the county already boasts a variety of festivals and outdoor activities, as well as a bustling western coastline attractive to those who like water sports like fishing, inland suburban areas like Wesley Chapel have evolved quickly to offer even more, like two thriving shopping malls.

If tourism in Pasco County felt somewhat staid in the past, it could have been for a lack of product that is now becoming more ample.

Wesley Chapel already is proving there is fruit on the sports tree, thanks to the overwhelming and immediate success of Florida Hospital Center Ice (FHCI).

Helped by a two-percent increase in the Tourist Development Tax (TDT) last year to help pay for a new sports complex (see below) in Wiregrass Ranch, FHCI deserves to receive at least some of the credit for the recent boost in tourism dollars filling county coffers.

The TDT has raised more than $200,000 every month through June this year, with a high of $355,279 in April. Last year, the most it raised in any month was $157,942.

Managing partner Gordie Zimmermann (no relation to the agency) says FHCI is booked almost every weekend with hockey tournaments and other events, a majority of them requiring at least a two-night stay.

There is a rush to build more hotels (the Hyatt Place just opened and three more are on the way along S.R. 56), so visitors have a place to stay, and FHCI is more than able to fill them. “We didn’t have as many places to stay in Pasco County in the past,” says District 2 Pasco Commissioner Mike Moore. “Now, the visitors that may have come to Pasco for a day trip or to visit family can stay. We now have (hotels).”

Moore also said that in the past, the county has lost out on events, due to a lack of facilities, like FHCI, hotels and even enough shopping options and restaurants.

“Now, we can handle all of those visitors,” says Moore, who lives in Wesley Chapel.

Our area should be prepared to handle even more in 2019 and, as a result, more hotels and restaurants are on the way.

“I don’t know if they have ever seen anything like this in the history of the county, and we’re really just ramping up,” Zimmermann says. “We have a lot of different events coming in 2019 that we didn’t even have in 2018. It’s something every week.”

Even the “American Idol” auditions held last week (and one year ago) produced overnight stays. However, it has been the various ice sports, from youth and adult hockey to figure skating events, driving Wesley Chapel’s increased impact on county-wide tourism.

FHCI recently hosted a roller hockey tournament featuring 200 teams over the course of 10 days. Any number of events the facility has already hosted are the largest Pasco County has ever seen, Zimmermann says.

“I’m not surprised by the increase in tourism right now,” says Hope Allen, the CEO of the North Tampa Bay Chamber of Commerce. “We can definitely  tip our hat to Gordie for the majority of that.”

Next year, the new RADDSports-developed Wiregrass Ranch Sports Complex will enter the tourism market and, like FHCI, is likely to make a huge impact of its own.

Thomas also hopes to shine a spotlight on some of Pasco County’s other treasures, including those that speak to the county’s reputation for open spaces, even if those seem to shrinking.

He said “influencers” in the travel industry will be enlisted to spread the word, even travel bloggers, many of whom have large audiences.

On a recent travel post, a blogger wrote of a trip she took, sponsored by VisitPasco, to the county. She wrote (and posted videos) about staying at the Hilton Garden Inn near the Suncoast Pkwy., where to rent a car or a bike, cycling through Jay B. Starkey Wilderness Park, enjoying a balloon ride in Land O’Lakes, ziplining at TreeHoppers Aerial Adventure Park in Dade City and enjoying great food at Capital Tacos and Noble Crust in Wesley Chapel.

“Those are the people that can persuade someone’s travel plans,” Thomas says. “It’s all about finding different ways and different strategies.”

Heavy Hitters Talk Up Wesley Chapel’s Future At Economic Summit

The idea behind the 2017 East Pasco Economic Development Summit — the brainchild of Greater Wesley Chapel Chamber of Commerce (WCCC) CEO Hope Allen and District 2 Pasco County Commissioner Mike Moore — was to get some of the county’s heaviest business hitters into one room to update local business leaders on what the future has in store for Wesley Chapel.

The outlook presented was more than just rosy, to say the least.

“I thought it was a big success,’’ said Allen, who was backed up by positive survey results indicating that the audience of roughly 75 would like to see more summits of this nature.

And, Allen said that is the plan — she is trying to organize something for next year on local innovation — after two panels of local business experts, sandwiched around a keynote address from Dr. Jerry Parrish, the chief economist and director of research for the Florida Chamber Foundation, provided three hours of local business news for those in attendance.

The event, held at Pasco Hernando State College (PHSC)’s Porter Campus at Wiregrass Ranch, was moderated by Moore, who represents much of Wesley Chapel on the Board of County Commissioners (BCC).

The first panel had some of the biggest names in Wesley Chapel development today – J.D. Porter of Wiregrass Ranch, ComPark 75 owner Larry Morgan and Metro Development Group vice president Kartik Goyani. Also on the first panel, although not located in Wesley Chapel, was Viggo Nielsen of Metler Toledo, which manufactures scales and analytical instruments and is relocating from Hillsborough County to a 250,000-sq.-ft. facility to be built near the Suncoast Parkway in Central Pasco (and bringing 500 jobs with it).

Not surprisingly, each business leader agreed that business in Wesley Chapel these days is pretty good, thanks to a combination of land still being available for expansion, a local county commission that is very business-friendly and incentive programs that have attracted companies like Raymond James Financial to the area.

Morgan, whose ComPark 75 is located off Wesley Chapel Blvd. (aka S.R. 54), just south of the S.R. 54 exit off I-75, said that was not always the case. He said much of Wesley Chapel’s development has hinged on patience.

‘When I bought my land in 2007, Pasco was becoming a boom town and then, of course, the recession hit,” Morgan said. “I just had faith and confidence that when the day turned, Pasco County was going to be the spot. I’m not always real good at foresight, but in this case think I got it right.”

Porter echoed Morgan’s sentiments. His family has owned the 5,100-acre Wiregrass Ranch for 75 years, weathering the Great Depression, as well as the local (and national) economic rollercoaster since then.

But now, things couldn’t be more ripe for success. “It’s all about being patient and doing things at the right time,’’ Porter said. “Anybody out there can crush it right now.”

Porter cited infrastructure that is already in place, a higher median household income and lower median age as attractive benchmarks for major businesses interested in setting up in Wesley Chapel. He said the addition of more homes and schools, as well as the continuing business-friendly voting of the county commission and the streamlining of the permitting process, portend a bright future for the area.

“Everyone recognizes Wesley Chapel as a whole right now,’’ Porter said. “Our (old)slogan was, “We’re Open for Business,” but nobody saw Pasco County as being open for business. They saw a bunch of headaches that actually changing (those headaches) has set the stage for moving forward.”

Morgan and Goyani agreed that Wesley Chapel is part of a hot region at the moment when it comes to business and development.

Goyani said that when Metro Development approached Pasco officials four years ago about building its “connected city” project — which is being built from the internet up with giga-fast internet service, the first two Crystal Lagoons in North America (see story on pg. 6) and a high-tech infrastructure that will one day showcase autonomous vehicles — it received a positive response from the county immediately.

“We got a yes quickly,’’ Goyani said. “I don’t think we would have gotten that response from any of our other counties. It really made the choice easy for us. Time will prove it was the right decision.”

Porter agreed.

“Pasco County now has a seat at the ‘big boys’ table,’’ he said. “They have more land and more resources and better infrastructure than what you will find in Pinellas, Hillsborough, Sarasota or Manatee (counties).  That’s my opinion.”

About the only things the panel did complain about were the state legislature’s battle with Governor Rick Scott over reducing incentives — Porter called it “pretty sad, pretty disgusting” — and the recent decision by the Pasco BCC to raise impact fees to help build more schools, a decision that has been lauded by the Pasco School District and Moore’s fellow commissioners on the BCC.

As for the future, the panel predicted more good things. Porter, continuing his diligent pursuit of “just the right fit” for Wiregrass Ranch, hinted at another big deal just around the corner. He said in the past month, he has talked to two companies with even more name recognition than Raymond James Financial about coming to Wesley Chapel.

Porter didn’t provide any details, other than to say Wiregrass Ranch is in the running for both, but he predicts he will at least land one of the two.

“I think everybody is going to be very excited with what’s coming in the next 12-18 months,’’ Porter said.

After Parrish gave his keynote address about the positive jobs outlook in Florida, a second panel featuring Florida Trend publisher Andy Corty, Pasco County administrator Dan Biles, Pasco Economic Development Council president Bill Cronin and PHSC provost Dr. Stanley Gianett continued the conversation, looking at the government’s role in luring businesses to the county, and the positive effect regionalism could have down the road.

Porter/Raymond James Financial Finally Given Permit To Begin Construction

Following almost five years of discussions and anticipation — mixed in with a nice-sized helping of doubt — the long-talked-about Raymond James Financial campus is one huge step closer to becoming a reality at the corner of S.R. 56 and Mansfield Blvd.

Wiregrass Ranch developer JD Porter finally received the news two weeks ago that he has been waiting more than two years for, as the U.S. Army Corps of Engineers has proffered an environmental permit for the 65 acres of property just east of the Shops at Wiregrass mall.

“We were all thrilled, everyone in the family,’’ said Porter, the owner and operator of Wiregrass Ranch Inc. “We worked very, very closely with the Army engineers, and it is nice to finally reach a resolution.”

Porter joked in April at a Wesley Chapel Chamber of Commerce (WCCC) Economic Development meeting that he was tired of hearing about the delays involving Raymond James, but insisted (as he has many times in the past) that the facility was still imminent. He predicted then he would have the Army Corps permit in a few weeks, and though it took just a little bit longer he is now ready to proceed.

“Right now, we have all the permits in hand to proceed forward,’’ Porter said.

The St. Petersburg-based financial services company has been working for several years on the process with the Porter family and, in early 2011, agreed to purchase the land at an undisclosed price, provided the permitting could be completed.

The deal was approved by the Pasco County Board of County Commissioners (BOCC) later that year. In exchange for $15-million in incentives and tax breaks, the county would reap the benefits of what would eventually be planned as six four-story buildings totaling roughly 1-million-sq.-ft., and housing 750 employees by 2024, which will inject millions into the county tax rolls.

jdporterAlthough the Raymond James campus was originally scheduled to begin building in 2012, with the first 100 employees arriving by 2014, the project stalled.

In 2014, a few months after another financial firm, T. Rowe Price, jettisoned its plans to build on 72 acres near the Suncoast Pkwy., Raymond James postponed its project. But, the financial services giant did say it still had plans for the property.

Now, there is renewed optimism that Raymond James will make the impact promised years ago.

“I’m glad that’s over and done with,’’ said District 2 commissioner Mike Moore. “The economic impact will be huge for Pasco County as a whole. There will be nothing bigger in the county.”

Moore said Raymond James will become the largest non-governmental employer in Pasco. “And, anytime you bring in a large employer like that, things start to happen around it,’’ he says.

Bill Cronin, the new president and CEO of the Pasco Economic Development Council (EDC), said when he started in January, one of his first meetings was with Raymond James, citing the importance of getting the company here.

“The investment by Raymond James will be one that, when other companies look to grow here, they will see that someone else has blazed that trail for them,’’ Cronin said. “It will make my job a little easier, to show people there are others that have made this positive decision.”

He added, “Success begets success.”

The next step for Porter will be to re-negotiate the development agreement and adjust some of the original timelines with the BOCC, which will likely take place in the next month or so.

“That triggers the closing,’’ Porter said.

Porter thinks the addition of the financial facility is a major piece of what he hopes the Wiregrass Ranch area will become, as it should drive up home sales and makes the area more attractive to other businesses.

“I think whether we’re talking Raymond James, or the mall or Florida Hospital Wesley Chapel, the state college, you are looking at the kinds of things that define cities and define regions,’’ Porter says. “We’re lucky to land four of them in a short time, when some communities don’t have this after 30 or 40 years.”
