Pasco Breaks Ground On Wesley Chapel Library at Seven Oaks

“The mission of a library is one of connection,” said Pasco County Library System director Sean McGarvey at the groundbreaking event for the Wesley Chapel Library at Seven Oaks — to about 50 people in the audience — on Apr. 12. “We connect people to what is important…in four fundamental ways. We connect people to knowledge, to the culture of the community, to economic opportunity and, most importantly, we connect people to each other.”

McGarvey served as the Master of Ceremonies for the groundbreaking event to showcase the architectural renderings for the new library, which will begin construction within the next month or so on a vacant lot adjacent to Seven Oaks Elementary. The 14,000-sq.-ft., $11 million library, designed by Fleischman Garcia Architects, is being built by Bandes Construction and will have a number of unique features that will make it a “hub of the world,” according to McGarvey, who also introduced the groundbreaking event’s other speakers.

The first was Pasco County Board of Commissioners (BOC) chair Ron Oakley, whose District 1 includes part of Wesley Chapel.

Oakley said that when he first became a county commissioner eight years ago, he was told, “We need to save money in the county, so we need to cut out libraries. They’re not needed…everybody’s got a computer. But, I said, ‘I personally think everybody doesn’t have a computer and all of our citizens love libraries. It’s just amazing what is provided by our library system. The use of this library here in this community is going to be amazing.”

Before then introducing Commissioner Seth Weightman, whose District 2 includes all of Seven Oaks, McGarvey said, “I can not wait to see what the stories of the connections that this building will build for everybody else who will use it…from the kids at the school next door, to the citizens of Pasco County to the members of this community, to the business community at large. I can not wait to see what this building will create for the community.”

Weightman then thanked retired Pasco Commissioner Mike Moore (Weightman’s Dist. 2 predecessor), “for allowing me to be here today and celebrating the work that you did over the course of your time to (make this library happen). What a fantastic community ‘add’ here to Seven Oaks. And, to the citizens of Seven Oaks, because of your community and your drive and your watchful eye, we’re proud to bring this to all the folks here in Wesley Chapel.

Weightman then introduced former Comm. Moore, “because this was his baby.”

Moore said, “This (library) was a long time in the making. Part of the Seven Oaks development agreement back then (in 2004) was this site, which was always supposed to be a library. The county commission was very, very supportive of this project when I was on the Board and what I’m most grateful for is that once I left, the next Board came

in and continued with the project. Sometimes, what we see in government, is that when people leave, sometimes projects don’t move forward and they stall, but they (the new BOC) saw the benefit of having this library.”

The former commissioner added, “This library is going to be a meeting place, a place where adults and kids alike will learn, a place where you’ll have gatherings…there will be social events, civic events…and classes for seniors, adults and children.”

Moore also thanked the team from Bandes Construction, “that is actually going to build this facility. Hopefully, it won’t take a year and a half, since materials are easier to get now….but thank you so much for all the support. And, we really are excited as a community that this is going to service not just Seven Oaks, but all of Wesley Chapel and Pasco County.”

Moore also thanked his former aide Andy Taylor, for his part in making the library happen.

McGarvey then called up all of the speakers, plus county administrator Mike Carballa, Taylor, the representatives on hand from not only Bandes Construction, but also from U.S. Rep. Laurel Lee and State Sen. Danny Burgess’ offices, as well as other Pasco Library System employees for the ceremonial tossing of the dirt.

After the ceremony, McGarvey told the Neighborhood News that actual construction of the Wesley Chapel Library at Seven Oaks would begin later this month and that the expected completion date for it was the end of 2025.

Paula Wahl, the business compliance & contracts manager for the Pasco Library System, said that among the new library’s unique features will be a separate construction project of a trail that will be artistically designed to look like you’re walking through the pages of a book. There also will be, “an outdoor ‘reading porch’ overlooking the walkway. We also will have a flexible space that will be able to host ‘maker activities.’ Where many of our other libraries have very specific makerspaces — woodshop, video production studio, cooking programs and so on — this library actually will have a special parking space for our mobile makerspace, similar to the van we have here today, specially outfitted to bring activities from each of those out into the community. All of those other library makerspaces have mobile activities that we can bring out into the community here.”

County’s Live Oak Park Site Sale Will Help Pay For Pride Rec Center

Earlier this year, we told you about Hillsborough County’s plans to build an indoor recreation center at Pride Park, just south of Pride Elementary. 

The problem the county faced was how to fund the nearly $7 million needed to build the 16,000-sq.-ft. indoor Pride Recreation Center, which is planned to include space for basketball, volleyball, pickleball and even space for meetings, after-school programs and perhaps an outdoor splash pad.

Well, for many years, as part of the development of Live Oak Preserve, Hillsborough has owned an unused 61.89-acre parcel a little bit west and north of where the Pride Rec Center is planned that abuts the boundary between Live Oak in the county and the City of Tampa’s K-Bar Ranch/Easton Park development. 

The same parcel, which is shaped like a much smaller version of the state of Nevada (see map), also extends north to the Hillsborough/Pasco County line, basically to where Kinnan St. (in the city) meets Mansfield Blvd. in Pasco — where there currently is a gated arm that only opens for emergency vehicles, as Pasco has rejected all attempts over the years to open that patch of roadway to regular vehicular traffic. 

On Apr. 5 of this year, Hillsborough County sold this nearly 62-acre parcel of land — which countywide District 2 County Commissioner Ken Hagan said was not in the plans to be developed into a park by the county — to Anand Vihar, LLC, for the price of $6,001,200. It just so happens that Anand Vihar, LLC (and its development group, Convergent Capital Partners) is the same group that owned and developed the property immediately to the north, in Pasco County, as an age 55+ community by the same “Anand Vihar” name. 

That Pasco-based property, which is home to a large number of doctors and engineers originally from India, was just turned over to the community’s condo association in June 2023, and is now home to 167 attached townhomes. 

However, Santosh Govindaraju, the chief executive officer of Convergent Capital partners, says that when plans are filed in November with Hillsborough County, Convergent will seek approval for 111 single-family homes on the new property, with homes ranging in price from $550,000 to $1 million, and from 1,800-2,500 square feet. The property in Live Oak also is expected to be developed as an age 55-and-older community.

Although the original zoning approval for the site would allow for 143 homes, Govindaraju has said that with only 111 homes, there will be more open “green” space available. In other words, whether the Hillsborough-based community also will be called Anand Vihar or not, it will prove to be a more upscale community than Anand Vihar in Pasco. 

What remains to be seen, of course, is whether or not the two separate communities can ever be connected by anything other than the nature trail that is in the current site plan for the Hillsborough County property. At the present time, the residents of the Hillsborough County Anand Vihar property would only be able to access Pasco County by taking K-Bar Ranch Pkwy. east to Meadow Pointe Blvd., turn north to Beardsley Dr. and then back to the west on Beardsley Dr. to access the Anand Vihar property on Mansfield Blvd. 

Is there a possibility — with former Dist. 2 Pasco Commissioner Mike Moore — who never budged on allowing the connection at Kinnan St./Mansfield Blvd. — now replaced by Commissioner Seth Weightman in Pasco’s Dist. 2, that a road connection between the two Anand Vihar communities could be allowed? That remains to be seen. 

As for the Pride Recreation Center, Commissioner Hagan says the $6-million in proceeds from the Live Oak park site sale will pay for most of the cost of its construction, which is scheduled to begin in the first quarter of 2024 and be completed by the end of next year or early in 2025. 

“There was an additional funding need of about $750,000 or $775,000 to build the rec center,” Hagan says. “But, we already have that additional funding worked out in our fiscal 2024 budget.” 

Hagan adds that he is excited that the rec center is now coming to fruition. 

Planning Commission Says No To Rezoning Efforts

County planners say the lone remaining property in the parcel above (outlined in red) should be preserved for retail and office space, not more apartments.

In a sign that developers in Pasco County may be facing a new uphill battle when it comes to rezoning property in order to build apartments, the county’s planning staff and Planning Commission rejected an effort to do just that in the Seven Oaks development, just off S.R. 56 and Bruce B. Downs (BBD) Blvd.

First, the county’s planning staff recommended denying a substantial modification to the Seven Oaks MPUD Master Planned Unit Development (MPUD) Master Plan, and then, by a 3-1 vote on Sept. 8, Pasco’s Planning Commission voted down the plan to rezone 86,000 square feet of retail and office space for a 320-unit apartment complex.

Chris Williams, the director of planning for the Pasco School Board, had to leave before the Planning Commission vote but did voice his support for the developer’s plans.

Roberto Saez, MBA, CGC, AIA, a 14-year Seven Oaks resident, made the motion to deny. Saez formerly served as a senior construction project manager for Pasco County, and while he noted that the project was impressive, and something needed in the county, “this is not the right location.”

The proposed apartments would be located on a 10-acre parcel, currently zoned for commercial and retail development, adjacent to the Sam’s Club on S.R. 56. Ancient Oaks Dr. serves as the western boundary of the parcel, BBD as the eastern boundary and S.R. 56 as the southern boundary.

The proposed apartment complex would include a pool, a dog park and open space for gatherings in the southern portion of the complex.

But, opponents of the project note that there already are two apartment complexes in that area of Seven Oaks — Windsor Club at Seven Oaks to the east and Colonial Grand at Seven Oaks to the west. And, the Enclave at Wesley Chapel and Bonterra Parc apartments are both located right across the street, on the south side of S.R. 56. The residents also raised concerns about traffic issues on Ancient Oaks Blvd.

Joel Tew, the attorney for the developer DD/SR 56 LLC and Walmart, refuted each argument, and claimed the decision to recommend denying the rezoning appeared to be driven by politics, a reference to the county’s current multi-family moratorium.

Politics Or Public Benefit?

Pasco’s Board of County Commissioners, led by District 2 commissioner and Seven Oaks resident Mike Moore, issued a moratorium on accepting any new apartment applications back in May, after debating for months whether the county, and specifically most of the Wesley Chapel area, was facing too much of a glut of multi-family development.

While the Seven Oaks application was submitted prior to the moratorium going into effect, the political headwinds were still felt, Tew says.

“At the pre-app (meeting), staff told us that there was no problem with this application,” Tew said. “Staff said it was a great spot for this. It’s only now, due to a political directive, that staff at the last minute was told to oppose this application. That’s unfortunate.”

The county’s Planning and Development Department wrote that the project, as proposed, “is inconsistent with Comprehensive Plan Policy FLU 1.8.7, Economic Development, and Policy FLU 1.8.10, Preservation of Capacity for Employment-Generating Uses.”

Nectorios Pittos, the director of planning and development for Pasco, said an independent third-party analysis that was conducted concluded that the proposed 320-unit rental apartment development would generate $188,375 in annual county revenue over a 10-year average, but the current MPUD entitlements for nearly 90,000 square feet of commercial use would generate $743,375 in annual county revenue. 

The county, Pittos said, is placing a high priority on county revenue- and employment-generating land uses, which he says the current project would not do.

However, Tew, who complained he received the third-party analysis days before the hearing, disputed it by showing a chart of other similar multi-family projects and their tax bills. Extrapolating those numbers to the proposed 320 units, Tew said the proposed Seven Oaks project’s tax bill actually would generate $850,000 yearly, which, over 30 years, which would mean a $25-million windfall for the county’s coffers — and more revenue than the $22.3 million that a commercial project would generate over the same time period.

“I don’t know where they came up with those (lower) numbers,” Tew said.

Without the political overtones, Tew said, the proposed multi-family project would be a slam dunk.

“I ask that you look past the politics,” he said. “In a normal world, if this project came in, it would be on (the) consent (agenda). You wouldn’t think twice about it. You’d be thanking the developer for building exactly the mixed-use project that this county has begged all developers to build.”

Three Seven Oaks residents spoke against the project at the meeting, which was held at the Dade City Courthouse, while two others called in, also in opposition. John Thompson, one of those residents in attendance, said the project was like “fitting a square peg in a round hole” and that the area needed more room for small businesses, not more apartments.

County planners did offer another option for committee action — a continuance to the Nov. 4 Planning Commission meeting to allow the Planning & Development Department to “develop and include conditions of approval for vertically integrated mixed use building(s) that have commercial and office entitlements on the ground floor and multi-family entitlements on the upper stories.”

Tew rejected the alternative motion, saying the developer said there was “no viability” or market for such a project.

“Ironically, when I bring new clients in to meet with staff, this is exactly the kind of project they ask my clients to build,” Tew said. “When we find a hole in the donut that has everything around it, all of a sudden it’s not acceptable.”

Moore and the rest of the county commissioners will hear Tew’s apartment proposal in the coming weeks.

The county’s six-month moratorium, which went into effect May 4, has been extended another six months. Part of the plan is to determine exactly how many multi-family projects already exist in the county, and study whether the county, especially in areas like Wesley Chapel, has reached its saturation point.

Moore says he is not opposed to multi-family projects, just the efforts to rezone parcels approved for commercial and retail projects to build apartments. He says that there already is plenty of land with entitlements for multi-family projects, and cited a number of projects currently in progress.

Mike Moore adds radio host to media portfolio

There are two Mike Moores.

One is the Pasco County Commissioner representing District 2, which includes most of Wesley Chapel.

The other is a regular guy who has a media itch he needs to scratch, and is the new host of “Reel Politics” show and podcast on conservative radio station WGUL-AM 860 The Answer on Saturdays at 7 a.m..

“Two different guys,” says Moore, emphasizing that his radio show has nothing to do with his role as a county commissioner because that would be not allowed. “I have to keep them separate. If I have to vote on it, we won’t talk about it.”

So, if you’re looking to hear what Moore thinks about things like Wesley Chapel’s traffic, business development and the area’s massive growth, “Reel Politics” may not be for you.

If you enjoy conservative politics and learning about conservative politicians, however, it might be worth your time.

Moore’s first show (they are pre-recorded) focused on his guest — District 38 State Representative Randy Maggard — and mostly on why Rep. Maggard got into politics and some of the bills he has worked on and sponsored. On the second show, guest Chris Sprowls, the Speaker of the House of the Florida House of Representatives, and Moore discussed school choice legislation, the HB 1 protest bill, taxes and other Republican issues.

“We’ll discuss national things — infrastructure, how to do things better, things like that,” Moore says of the one-hour show. “We’ll get some pundits and some celebrities on there talking about politics, but it won’t be people going at each other’s throats.”

Moore, a former radio/TV major at the University of Central Florida, isn’t just dabbling in radio. The precursor to “Reel Politics” was a television version by the same name, where he took his guests out on a boat and had the same kind of discussions. Three episodes were filmed before Covid-19 hit.

Moore also has the Freedom Broadcasting Network, which is available on Roku and other streaming devices, which carries conservative shows like “Diamond and Silk,” as well as some fishing shows.

Moore laughs when it’s suggested that he could someday become a media mogul, and adds that he has no plans to get out of politics.

Commissioners Vote For Moratorium

As expected, the Pasco County Board of County Commissioners (BCC) voted unanimously to put a temporary moratorium on new applications and approvals for multifamily dwellings at Tuesday’s BCC meeting in Dade City.

The 180-day moratorium was approved by a 5-0 vote, following a reading of 50 emails submitted by residents that were unanimously in favor of the pause.

Commissioner Mike Moore, who represents District 2, which includes most of Wesley Chapel, spearheaded the moratorium. He claims that the moratorium area, which is between S.R. 52 to the north and S.R. 54 to the south, as well as U.S. 41 to the west and Bruce B. Downs Blvd. to the east, is oversaturated with apartments. Moore says the argument against more multi-family entitlements is centered on developers attempting to rezone property to build more apartments and townhomes, as opposed to using the property for its original commercial purposes. 

Opponents of the moratorium, like Eric Garduno of the Bay Area Apartment Association, argued multi-family residences play a vital role with providing affordable housing in a market where the median home price is rising. 

According to Realtor.com, the median list price of homes in Wesley Chapel is currently $320,000; according to Zillow.com, it’s $288,000.

However, the residents who emailed the county — mostly from Seven Oaks, where a proposed apartment complex on Eagleston Blvd. was the impetus for the moratorium — cited concerns about schools, traffic, road safety and the ability of the current infrastructure to handle additional people.

The county intends to collect data over the course of the 180 days, and will decide if there is indeed oversaturation, as Moore claims, and what should be done about it. 

Garduno says he is confident the data will show there is a high demand for multi-family dwellings.

Moore, however, believes otherwise.

“We do need to analyze and look very closely at the impacts multifamily can have in the area when it comes to economic development, when it comes to public safety, traffic, schools, infrastructure,” Moore says. “This gives us the time to do it…we can really, really dig in and see what impact these are going to really have.”
