Looking Back At The Five Top Wesley Chapel News Stories Of 2023!

1. Hospitals In The News — 

Although its actual ten-year anniversary was in 2022, a number of things caused AdventHealth Wesley Chapel to postpone its 10-year celebration until Feb. 2023, which would, on its own, be pretty big news for Wesley Chapel. 

However, Feb. 2023 also saw the opening of Wesley Chapel’s second hospital — the 86-bed BayCare Hospital Wesley Chapel, less than two miles north of AdventHealth, which also brought the community out in force to check out the new hospital’s advanced technology. 

But wait, that’s not all! Later in 2023, Orlando Health broke ground on its own Wesley Chapel location on S.R. 56 at Wiregrass Ranch Bvd. With its 300 beds, the multi-story Orlando Health Wiregrass Ranch Hospital will be Wesley Chapel’s largest. 

At our press time, the site work for the new hospital was well under way, although vertical construction had not yet begun. We also did not yet have an estimated opening date, but it’s unlikely the new hospital will be completed and opened before 2025. 

And finally, John’s Hopkins All Children’s Hospital announced its plans to build a 356,000-sq.-ft. pediatric hospital at the Wildcat-Bailes site on Overpass Rd. (at McKendree Rd.) near I-75 in the “Connected City” project, although an exact number of beds had not yet been announced, nor was the deal finalized at our press time. 

2. Overpass Rd. Exit Off I-75 Opens —

In the entire 30+ years the Neighborhood News has been in business, Wesley Chapel originally only had one exit off of I-75 — Exit #279 at S.R. 54 — and received its second exit, Exit #275, at the new S.R. 56 about a decade ago. 

The new Exit 282 off of I-75 at Overpass Rd. opened in Jan 2023. 

Since then, there has been no exit off I-75 between S.R. 54’s Exit 279 and Exit 285 at S.R. 54 in the San Antonio/Dade City area. 

That remained true until Jan. of this year, when the new Exit 282 off I-75 opened at the new Overpass Rd. extension (see photo right), which finally connected Overpass from Old Pasco Rd. all the way to Epperson, Curley Rd. and even beyond, through the Watergrass community. Overpass Rd. will one day connect to Handcart Rd. in Zephyrhills. 

The new exit has done a pretty good job of helping to reduce rush-hour traffic at the S.R. 54 exit and is definitely stimulating new growth in and around the area — growth that not all local residents are thrilled about. 

Among the new development swirling around the new exit is the previously mentioned Johns Hopkins All Children’s Hospital, as well as a possible multi-family or mixed-use development at the corner of Overpass, I-75 and Old Pasco Rd.

3. Saddlebrook Redevelopment Plan Approved —

Saddlebrook Resort and the community that sprouted up around it became the first large-scale development in Wesley Chapel when owner and former Pendant Publishing founder Tom Dempsey developed it in the early 1980s. 

More than 40 years later, Dempsey’s resort and the surrounding community had lost a lot of their lustre and the resort, in particular, had fallen into disarray.

After multiple previous attempts to purchase and improve the 480-acre resort and surrounding community fell through, Mast Capital finally succeeded in not only purchasing the resort, but getting its $15-million redevelopment/rezoning plans approved by the Pasco County Board of County Commissioners, after making a number of concessions in order to come to an agreement with many existing Saddlebrook residents. 

One of the big sticking points was that Mast planned to convert the two 18-hole, Arnold Palmer-designed championship golf courses into 27 holes of golf. 

Another important aspect of Mast’s plan was a significant amount of new development, including multi-family units, along S.R. 54 both east and west of the community’s main entrance on Saddlebrook Way at 54. 

The redevelopment of Saddlebrook should begin in earnest in 2024. 

4. Wiregrass Ranch Blvd. Opens —

Normally, interior roadways primarily serving only one community would probably not qualify as one of the biggest news stories of the year, especially in an area still growing as quickly as is Wesley Chapel. 

Wiregrass Ranch. Blvd. has been open from S.R. 56 all the way to S.R. 54 since August of 2023. 

However, in the case of Wiregrass Ranch. Blvd., because the roadway itself had been paved for what seemed like more than a year and had people who were living in the Estancia and other Wiregrass Ranch subdivisions using the roadway illegally to go from S.R. 56 and Chancey Rd. to the Walmart on S.R. 54. for many months — moving and then replacing the barricades located next to Walmart — the official opening of the entire nearly four-mile length of Wiregrass Ranch Blvd. in Aug. 2023 certainly was big news. 

Next up in Wiregrass Ranch is the eastward extension of Chancey Rd. (which runs east-west through the center of Wiregrass Ranch) all the way to Meadow Pointe Blvd. 

5a. Downtown Avalon Park Begins Leasing —

More than just another commercial or multi-family development, the long-awaited Downtown Avalon Park Wesley Chapel is the first in our area to combine both. Only a few of the retail tenants on the ground floor of the first “neotraditional” building in the downtown area have been announced since the Aug. 17 Open House that unveiled the construction of that new building — including Prime Barbershop, Rita’s Italian Ice, Rudraksh Indian Cuisine and ISI Elite Training. All of these businesses are expected to begin opening sometime in the first quarter of 2024. 

5b. Wesley Chapel’s Contract Postal Unit Closes & Opens In New Location —

A lot of locals (us included) were sad when long-time Wesley Chapel Contract Postal Unit (CPU) contractor Kelly Rossi retired and closed her location on Boyette Rd. at the end of Jan.

Then, we were even sadder to see how long it took new contractors Jevon and Cindy Williams to reopen the Wesley Chapel CPU in its new location in the Freedom Plaza on S.R. 54 in September. 

Hopefully, Jevon and Cindy are now recuperating from the CPU’s holiday rush. 

We also considered for the top-5…The opening of Cooper’s Hawk, the takeover by Pasco County of the Wiregrass Ranch Sports Campus from RADDSports and the one-year anniversary of the KRATE Container Park. — GN 

Finally! Overpass Rd. Interchange Is Open!

It’s been nearly 20 years in the making, but the long-anticipated interchange at I-75 and Overpass Rd. is officially opened.

The Florida Department of Transportation announced Wednesday morning that the project, which began in October 2020, was now open to traffic

The interchange, at the new Exit #282 off I-75, is located halfway between S.R. 54 (Exit 279) and S.R. 52 (Exit 285) and provided drivers in and around Wesley Chapel another option to enter and exit S.R. 75.

According to FDOT, the new interchange will address the projected increase in traffic in the area and “significantly” reduce the volume of traffic on S.R.s 52 and 54.

The diamond-shaped interchange includes a flyover ramp for those traveling west on Overpass Rd. and seeking access onto southbound I-75. It is expected to be a boon for the area, which is growing quickly and already includes Cypress Creek High School on the west side and to the east the Connected City and neighboring Villages of Pasadena Hills projects, which upon completion could add roughly 40,000 homes and hundreds of thousands of square feet of commercial projects to the area.

The Overpass Interchange project, first studied in 2005, cost $64.6 million. It first received federal approval in 2014 and overcame a roadblock in 2017, when then-Governor and current Senator Rick Scott vetoed $15 million for the project. However, the request was re-inserted into the budget in 2018 and spared another veto, pushing the project forward.

The interchange is only part of the project, which includes the widening of Overpass Rd. from two lanes to four lanes between the interstate and Old Pasco Rd. to the west and six lanes (including two auxiliary lanes) between the interstate and Boyette Rd. to the east.

Also, Blair Dr. has been realigned to connect with Old Pasco Rd., and McKendree Rd. has been realigned to connect with Boyette Rd. 

A 10-foot wide sidewalk has been constructed on the north side of Overpass Rd (next to the westbound traffic lanes), and a 6-foot wide sidewalk is open on the south side (next to the eastbound traffic lanes).

I-75 traffic to be detoured weekend of October 15

Due to concrete beams being set for the new Overpass Rd. bridge on I-75 in Wesley Chapel, the Florida Department of Transportation says to expect detours this weekend.

Southbound detour

Southbound I-75 traffic will be detoured off the interstate at exit 285, or S.R. 52 between 9 p.m. Friday night, Oct. 15 and 9 a.m. Saturday morning, Oct. 16. Travelers who get off on exit 285 will turn right onto S.R. 52 and continue for approximately one-half mile. At the next traffic signal (Old Pasco Road), turn left and go south on Old Pasco Road for approximately 6.75 miles to S.R. 54/C.R. 54. Turn left at the traffic signal onto S.R. 54/C.R. 54/Wesley Chapel Blvd. and continue east about 7/10s of a mile to re-enter southbound I-75. 

Northbound detour

Northbound I-75 traffic will be detoured off the interstate at S.R. 54/C.R. 54 between 9 p.m. Saturday night, Oct. 16 and 9 a.m. Sunday morning, Oct. 17. At the bottom of the ramp, turn left onto S.R. 54/C.R. 54/Wesley Chapel Boulevard and continue west about 8/10ths of a mile to Old Pasco Rd. At the traffic signal for Old Pasco Rd., turn right and go north for approximately 6.75 miles to S.R. 52. Turn right at the traffic signal onto S.R. 52 and go east about 3/4 mile. After passing under I-75, turn left onto the entrance ramp to re-enter northbound I-75.

FDOT asks drivers to be careful on Old Pasco Rd., which is one lane in each direction and will be congested during the hours of the tour. Motorists are urged to plan plenty of extra time to drive the detour and return to the interstate or consider alternate routes. Law enforcement officers and traffic management personnel will be active along the detour route to assist with traffic flow, as well as detour signs and message boards.

More Detours on I-75

If you’ll be up late and driving north on I-75 this weekend, you might want to leave a little extra time for a detour as the result of construction on the Overpass Bridge between S.R.s 54 and 52.

According to the Florida Department of Transportation:

All northbound I-75 traffic will be detoured off the interstate between SR 54/CR 54 (Exit 279) and SR 52 (Exit 285) between 9 p.m. Saturday, February 20 and 10 a.m. Sunday, February 21. No later than 10 a.m. Sunday, at least one lane of traffic will be restored on northbound I-75 and the detour will be removed.  Work will continue on northbound I-75 and all northbound I-75 travel lanes will be open to traffic no later than noon on Sunday, February 21.  

The detour is necessary for the safety of the traveling public as the existing Overpass Road bridge section is removed over northbound I-75. 

DETOUR ROUTE for northbound I-75: Traffic will be directed off northbound I-75 at Exit 279. At the bottom of the ramp, turn left onto SR 54/CR 54/Wesley Chapel Boulevard and continue west about 8 tenths of a mile to Old Pasco Road. At the traffic signal for Old Pasco Road, turn right and go north for approximately 6.75 miles to SR 52. Turn right at the traffic signal onto SR 52 and go east about 3/4 mile. After passing under I-75, turn left onto the entrance ramp to re-enter northbound I-75.

CAUTION: Old Pasco Road is a two-lane road (one lane in each direction) and will be very congested during the hours of the detour.  The posted speed limit along Old Pasco Road must be observed.  Motorists are urged to plan plenty of extra time to drive the detour and return to the interstate or consider alternate routes. Law enforcement officers and traffic management personnel will be active along the detour route to assist with traffic flow.  Detour signs and message boards will be placed along the detour route for guidance.

I-75 At Overpass Rd. The Latest To Get Under Way

Pasco County District 2 Commissioner Mike Moore says one of the most common complaints he receives from his constituents is about the traffic, especially here in Wesley Chapel. Before too long, however, he says many of those complaints will go away.

“There’s a lot going on, and a lot of (transportation) projects are kind of coming together at once and are going to make an enormous and immediate impact,” Moore says.

Three major local road projects, totalling nearly $150 million combined, are under way right now. The projects — the diverging diamond interchange (DDI) at S.R. 56 and I-75, the widening of S.R. 54 to past Morris Bridge Rd., and a new I-75 interchange at Overpass Rd. — will provide a large measure of relief to our area.

The $33-million DDI (which we’ve updated for you quite a bit recently) and the $42.5-million widening project — which will widen S.R. 54 from a two-lane road to a four-lane road with medians, and include a sidewalk on the north side and a 10-foot wide multi-use trail on the south side — are both well under way.

Meanwhile, the $70-million Overpass Rd. interchange will be located approximately halfway between the S.R. 54 and S.R. 52 exits (which are six miles apart), and work began on the project in October, with local road and drainage work in the southwest corner of the planned interchange.

Instead of a traditional interchange, or even another DDI (which was considered), the Florida Department of Transportation (FDOT) and Pasco County have settled on a flyover ramp onto southbound I-75 from westbound Overpass Rd., similar to the one in New Tampa at the Bruce B. Downs (BBD) Blvd. Exit 270 off I-75. The Overpass Rd. interchange will be Pasco County’s first flyover.

The existing Overpass Rd. bridge over I-75 is being torn down and will be replaced by two bridges, one each for eastbound and westbound traffic on Overpass Rd.

“You could say incorporating that particular design is the wave of the future,” Moore says. “We’re not going have to have to go back and fix something like what’s going on with S.R. 56 and I-75. With that interchange, it’s just going to be general maintenance.”

FDOT’s John McShaffrey says the flyover configuration was selected “primarily because this alternative provides the most capacity to handle anticipated future traffic demands for the westbound Overpass Rd. to southbound I-75 traffic movement.”

The project also will include the widening of Overpass Rd. from two lanes to four lanes between the interstate and Old Pasco Rd., and from two lanes to six lanes between the interstate and Boyette Rd.

The interchange is being constructed by the Middlesex Corporation, and is expected to have a major effect on the adjacent interchanges. It was the best choice to accommodate the traffic from future development coming to the east side of the county, primarily from the Epperson Ranch and Pasadena Hills communities.

Other benefits of the I-75/Overpass Rd.) interchange, according to FDOT:

* It will substantially reduce traffic at the adjacent interchanges (SR 54 & SR 52), thus improving the traffic flow at both of these interchanges (reducing delays and improving safety).

* It will provide a detour route for traffic on I-75, quicker access for first responders servicing this area of I-75, and another access point to I-75 for evacuees during emergency evacuations. 

* It is an integral part of the transportation network being developed in this growing area of the county, and is identified as a needed improvement to accommodate the Villages of Pasadena Hills development and the Connected Cities development. 

* Will improve access to I-75 for businesses that will be located at the approved Overpass Business Center, and will provide a direct route for businesses that are/will be located along the entire length of Overpass Rd., as it develops eastbound towards U.S. 301.

* FDOT and the county both acknowledge that the existing system, even with reasonable improvements, is incapable of satisfactorily accommodating future traffic demands. The location of this new Exit 282 Overpass Rd. interchange is ideal in terms of placement (approximately 3 miles from both Exit 285, or SR 52, and Exit 279, or SR 54). 

The estimated completion time of the Overpass Rd./I-75 interchange is summer 2023. The DDI and widening of S.R. 54 could be completed by the end of this year.

“I’m excited as a resident and as someone who has a wife and daughter that drive,” Moore says. “We see the effects the traffic has. But, also as an economic impact, too. When companies are looking to grow or relocate, they are looking for areas that have a great transportation infrastructure.”
