Right Turn Exit Near Rock & Brews To Get On I-75 Being Studied

As you drive eastbound on S.R. 56, past the main entrance to the Tampa Premium Outlets (at Grand Cypress Dr., between BJ’s Brewhouse and Cheddar’s), you may not realize that there is another mall entrance (above photo) that currently offers a right-in-only turn just before you reach Rock & Brews (below photo). Pasco County, FDOT, Sierra Properties & Raysor Transportation Consulting are looking into adding a lane that would provide vehicles with another way to exit the mall and get on I-75 southbound. Although we went to press with this issue the weekend before Black Friday, I am among the few local residents who avoids the Tampa Premium Outlets like the plague during the holiday shopping season.

Even though I hope both local shopping malls have a successful year, I just don’t have the patience to fight the traffic entering and exiting the outlet mall during the weeks leading up to Christmas. Case in point, despite the diverging diamond interchange (DDI) being pretty much fully open at S.R. 56 and I-75 last year at this time, the traffic getting both into and out of the Outlets was brutal.

I remember wondering to myself, “Why can’t someone look into adding at least another way to exit the mall?” And the corollary, “Why can’t they improve the interior roads at the mall to better handle the traffic?”

Well, it looks as though someone is trying the do something about it, which surely won’t be able to help the holiday traffic flow this year or probably even next year, but at least it’s becoming a possibility.

Mike Raysor, the president/owner of Raysor Traffic Consulting, LLC, says his company has been retained to study the possibility of adding a right-turn-out exit from, adjacent to the right-turn-in entrance to, the mall. Raysor is studying the possible effects not only on mall traffic but at the DDI itself, since the exit from the mall would put those exiting vehicles in what is now two entrance lanes to get onto southbound I-75.

Pasco County, the Florida Department of Transportation (FDOT) and Sierra Properties, which has developed not only the outlet mall itself but also the development both north and south of S.R. 56 between I-75 and Wesley Chapel Blvd., are all working with Raysor’s company to study the potential effects, not only on traffic flow but also on safety, since adding the new mall exit would have an effect not only on southbound I-75, but also on vehicles attempting to head eastbound S.R. 56 and even some trying to cross enough lanes of traffic to get on northbound I-75 once they’ve exited the Outlets.

Raysor also has retained former FDOT transportation engineer Joel Provenzano to help with the traffic studies. Provenzano, who also provides editorial research for this publication, was unable to help with this story because of his new consulting position.

Provenzano was with FDOT when the “Mall Entrance” sign shown in the photo above left was erected at the right-in-only turn near Rock & Brews, in an effort to keep at least some traffic away from the mall’s main entrance at Grand Cypress Dr.

Unfortunately, Raysor says, that additional entrance hasn’t done as much as it possibly might have had there also been a right-out-exit at the same location. “A lot of people don’t even realize that entrance is there,” Raysor says, “but more people might recognize it as an entrance if there also was a way out of the mall in the same area.”

We’ll keep you posted as to the outcome of the study. In the meantime, can someone please look into closing off the median and the left turn at BJ’s right after you enter at the light at Grand Cypress or at least cut the hedges at that median to increase visibility?

Finally! Overpass Rd. Interchange Is Open!

The Overpass Rd. Interchange (Photo: FDOT)

It’s been nearly 20 years in the making, but the long-anticipated interchange at I-75 and Overpass Rd. is officially opened.

The Florida Department of Transportation announced Wednesday morning that the project, which began in October 2020, was now open to traffic

The interchange, at the new Exit #282 off I-75, is located halfway between S.R. 54 (Exit 279) and S.R. 52 (Exit 285) and provided drivers in and around Wesley Chapel another option to enter and exit S.R. 75.

According to FDOT, the new interchange will address the projected increase in traffic in the area and “significantly” reduce the volume of traffic on S.R.s 52 and 54.

The diamond-shaped interchange includes a flyover ramp for those traveling west on Overpass Rd. and seeking access onto southbound I-75. It is expected to be a boon for the area, which is growing quickly and already includes Cypress Creek High School on the west side and to the east the Connected City and neighboring Villages of Pasadena Hills projects, which upon completion could add roughly 40,000 homes and hundreds of thousands of square feet of commercial projects to the area.

The Overpass Interchange project, first studied in 2005, cost $64.6 million. It first received federal approval in 2014 and overcame a roadblock in 2017, when then-Governor and current Senator Rick Scott vetoed $15 million for the project. However, the request was re-inserted into the budget in 2018 and spared another veto, pushing the project forward.

The interchange is only part of the project, which includes the widening of Overpass Rd. from two lanes to four lanes between the interstate and Old Pasco Rd. to the west and six lanes (including two auxiliary lanes) between the interstate and Boyette Rd. to the east.

Also, Blair Dr. has been realigned to connect with Old Pasco Rd., and McKendree Rd. has been realigned to connect with Boyette Rd.

A 10-foot wide sidewalk has been constructed on the north side of Overpass Rd (next to the westbound traffic lanes), and a 6-foot wide sidewalk is open on the south side (next to the eastbound traffic lanes).

All Lanes Now Open At The Diverging Diamond

The Florida Department of Transportation (FDOT) recently announced that, for the first time, all of the lanes at the Diverging Diamond Interchange (DDI) at S.R. 56 and Exit 275 of I-75 are now open.

According to FDOT, a fourth westbound land on S.R. 56 was opened on Oct. 31, along with a third left turn lane from the northbound I-275/I-75 exit ramp onto westbound S.R. 56.

Work is still continuing on the interchange as crews put the final touches on the $33.6-million project, so FDOT continues to urge caution for travelers making their way through the new intersection. Other than some clean-up items the DDI is considered complete.

The project began construction in Jan. 2019, far ahead of its original schedule, and despite the first construction company being dismissed from the project (and later going out of business), the new company, Superior Construction Company Southeast, LLC, has managed to exceed expectations for finishing the job before year’s end.— JCC

Road Closure Coming This Week

Morris Bridge Rd. at the S.R. 54 intersection will be closed for five days beginning Thursday.

An around-the-clock detour of Morris Bridge Rd is scheduled to begin after 12 a.m. on Saturday, Sept. 17, and be active until Thursday, Sept. 22, as long as the weather doesn’t get in the way and delay construction crews trying to do their work.

Drivers can follow the detour signs along S.R. 54, U.S. 301, S.R. 56 and Morris Bridge Rd.

This closure/detour is necessary for the Cone & Graham construction company to reconstruct the southern side of the intersection of Morris Bridge Rd. and S.R. 54 as part of the $42.8-million S.R. 54 widening project, which is adding two lanes with medians to the previous two-lane road running from east of Curley Rd. to east of Morris Bridge Rd.

I-75 traffic to be detoured weekend of October 15

Due to concrete beams being set for the new Overpass Rd. bridge on I-75 in Wesley Chapel, the Florida Department of Transportation says to expect detours this weekend.

Southbound detour

Southbound I-75 traffic will be detoured off the interstate at exit 285, or S.R. 52 between 9 p.m. Friday night, Oct. 15 and 9 a.m. Saturday morning, Oct. 16. Travelers who get off on exit 285 will turn right onto S.R. 52 and continue for approximately one-half mile. At the next traffic signal (Old Pasco Road), turn left and go south on Old Pasco Road for approximately 6.75 miles to S.R. 54/C.R. 54. Turn left at the traffic signal onto S.R. 54/C.R. 54/Wesley Chapel Blvd. and continue east about 7/10s of a mile to re-enter southbound I-75.

Northbound detour

Northbound I-75 traffic will be detoured off the interstate at S.R. 54/C.R. 54 between 9 p.m. Saturday night, Oct. 16 and 9 a.m. Sunday morning, Oct. 17. At the bottom of the ramp, turn left onto S.R. 54/C.R. 54/Wesley Chapel Boulevard and continue west about 8/10ths of a mile to Old Pasco Rd. At the traffic signal for Old Pasco Rd., turn right and go north for approximately 6.75 miles to S.R. 52. Turn right at the traffic signal onto S.R. 52 and go east about 3/4 mile. After passing under I-75, turn left onto the entrance ramp to re-enter northbound I-75.

FDOT asks drivers to be careful on Old Pasco Rd., which is one lane in each direction and will be congested during the hours of the tour. Motorists are urged to plan plenty of extra time to drive the detour and return to the interstate or consider alternate routes. Law enforcement officers and traffic management personnel will be active along the detour route to assist with traffic flow, as well as detour signs and message boards.
